I just heard a detective on ID say that Teflon coated bullets are designed to defeat body armor. Is there any truth to this? Doesn't sound right to me.

Only if the Teflon is coating Tungsten bullets.

A myth brought about by the KTW bullets of the 70's and 80's. They were designed to penetrate barriers like car bodies and windshields. They used a solid brass, or steel, bullet that was coated in teflon, or alternatively, a kind of plastic, in order to protect the rifling of the firearm. They weren't very effective against body armor.

Teflon reduces penetration on Kevlar.  It makes it actually bit into fabic more, than without it.

The SAPIs had Teflon faces for that reason, so the round would bit in and go into the plate and be less likely to ricochet up into the users face.
