Should I put this in my defense handgun or stick with the Black Talons.

That was designed for the suppressed MP5.
Not great out of a pistol, but if you hit your mark it will do the job.

My department has being issuing us that stuff since we went to it in the 90's.

This, keep it for back up but use the modern  HP's for carry, GD, HST or Rangers.

That has been out of production in the Ranger series for many years you can still find it in a white box at Wal Mart.

Gene was not a Dr. but he was right 147 gr-9mm work very well
