first off.....WHY IN THE HELL IS THIS HERE?

secondly is there anyway to remove this stupid key lock in the backstrap so this can operate like a NORMAL Glock?

I got this one in trade and the previous owner did not disclose this fact to me.  not a real big deal but I wish I would have known.

any help would be nice or confirmation that either I get rid out it or deal with it.

Those ILS systems are a deal breaker for me on any handgun, too bad your seller wasn't honest about it... I've seen the Glock ILS and I seriously doubt you can simply remove the lock like you can on a S&W, you should contact Glock directly in Smyrna and see what they have to say about removing it but I'm doubting they'll do it just like the other firearm manufacturers won't remove their internal locks on request.  I'd personally sell it if Glock is unable to help you out.  Glock's number is 1-770-432-1202.  I remember reading about the ILS in a Glock annual in I believe '02, I found this quote regarding the Glock ILS on Wiki:

In 2003, Glock announced the Internal Locking System (ILS) safety feature. The ILS is a manually activated lock that is located in the back of the pistol's grip. It is cylindrical in design and, according to Glock, each key is unique. When activated, the lock causes a tab to protrude from the rear of the grip giving both a visual and tactile indication as to whether the lock is engaged or not. When activated, the ILS renders the Glock unfireable as well as making it impossible to disassemble. When disengaged, the ILS adds no further safety mechanisms to the Glock pistol. The ILS is available as an option on most Glock pistols. Glock pistols cannot be retrofitted to accommodate the ILS. The lock must be factory built in Austria and shipped as a special order.

Edited to add:  The ILS is present as certain states like Maryland require it.  Your Glock was originally destined for life behind enemy lines and somehow made it out to a free state with the hideous ILS intact.  On Glocks the ILS is an option, many other manufacturers don't give you an option and produce all their handguns with the ILS even though a very few states require it...
