Anyone know why it says "not for duty use" on the package?

I have three gen 2 19s, police trade ins from AIM. They have the most god awful triggers I've ever felt. Was thinking of dropping in the spring pack and a 3.5lb connector

I think anytime you do trigger work manufacturers don't want the liability.  I this case I think it has a reduced power striker spring and in my experience with my G34 only federal primers were soft enough for reliable firing. I add a reduced weight striker and can now shoot almost any ammo.

Lightening (or strengthening as the case may be) up the trigger, striker, safety, etc. springs is considered by some to render the weapon unsafe for daily carry; only suitable for target/competition use.

I never recommend the 3.5lb connector but that's just me. Yes, you get a lighter pull, but at the cost of a mushier more DA like trigger. The springs will give you a lighter pull with the same crispness. You can do the extra power trigger spring and a 5lb striker spring and you'll drop about a pound of trigger weight and stay reliable in my experience and many others. Once you start getting down to a 4.5 or 4lb striker spring I'd be looking at a lighter striker. But I only do that on my competition guns.

Liability. FWIW I bought a kit from Zev that included a trigger spring, safety plunger spring, striker spring, and a connector for $25 or so. Installed everything but the striker spring and it seems pretty nice for the money. I'm not interested in monkeying with striker springs on anything but a 100% range gun.

The competition spring kits have a weaker striker spring that can cause light primer strikes and a miss fire. I have however used 5 lb striker springs with 100% reliability (stock is 5.5 lb) but YMMV.

I am the same way I did try the striker spring swap had some light strikes and went back to stock in my G34.3.  I also do not like the feel of the trigger with the striker spring changed.
