I have a pair of G19's from the early '90's & have often entertained the
idea of selling one a getting the newer 3rd gen frames for the rail & different
front grip  BUT now I'm wondering  do

the 3rd gen 9mm frames have the extra reinforcing pin(for the caming barrel/frame block thingy)
in the frame like the 10mm/.40/.45/.357 pistols ??

IIRC all G19s after about 2000 have the third pin(Locking Block Pin) to help standardize production. Basically what that means is you could get a G19, purchase a G23 or G32 top-end, change the ejector and mags, then you would be able to shoot 9mm, 40S&W and 357SIG all from the same lower.

Does Glock offer a 3rd Gen-style rework for 1st Gen style lowers?  A local cop in the gun store today was talking about this service being available for around $60 - $70 which would redo the front and back straps with the finger grooves, as well as adding the utility rail up front.  Anyone know?  Thanks in advance.

Through a dealer, you can do an exchange for a little over $100. I personally would trade it in to a dealer for a 3rd gen used pistol as it would probably work out to around the same money.
