I really would like to send this off to Cold Bore, but he is not taking any more work according to his website. So I may take this on myself, what is the best tool/method  to use?  Will the frame turn white or dis colored ?  If I were to use a Dremel, what speed?

First time, go slow. I used a solder at first to get the shape I want, then dremel high-speed to get that smooth circular cut for the finger groove, then high grain sandpaper by hand to smooth it out.

If you are unsure about doing it yourself, send it off to someone who knows what they are doing.

The DIY did not have any color change, suggest a face mask to not breathe the polymer when working on it.

I use a 1/2" dremel sanding drum, then follow with some 320 grit sandpaper and then dremel polishing wheel to smooth and blend.

I took a dremel sanding wheel and did mine by hand. It takes a little while but I got it exactly the way I wanted it.

Dremel sanding drum at the highest speed.  Follow up with fine grit sandpaper.

For the sake of a cracked frame, do it yourself... or don't and keep the frame from splitting.

Just don't thin it out to much and you won't have to worry.  On mine I take maybe half the material out, most people probably wouldn't even notice it wasn't factory.

I can see where you'd run into problems with the undercuts that are making it super thin.

Yes, it will be lighter colored than the rest of the frame.  I've been told you can bring back the "shine" by lightly heating the frame with a heat gun, but I have not tried it.

I apologize for not accepting any new orders currently, but I am simply too backed up.  It isn't terribly hard to do yourself, just take your time.  As far as splitting, I honestly have never seen one split.  That being said, I error on the side of caution when doing them so I don't have to worry about it.  

Undercut finished to match.

Buffing it with a dremel will also darken it back to the original color thanks to the heat being applied.

I use a Dremel tool with a sanding mandrel similar to THIS and some 400 grit sandpaper to clean up the grooves left behind by the dremel...

I used a dremel with sanding drum. Start slow and steady. Once I got it about where I wanted it I finished off with some wetordry sandpaper (I forget which grit) to smooth it out,
