I just found a LEO trade-in Gen 2 Glock 23 at a price that I couldn't pass up, so it followed me home yesterday. The serial number prefix indicates a June 1995 production date. It shows some holster wear, but the insides look almost like new. It also has night sights which are still pretty bright. The two 13 round mags it came with are ban era and marked "LE/GOVT ONLY".
