You might have better results asking in the Texas Home Town forum.  I had to take my completed for, minus signature, to the county court house and apply.  Then get fingerprinted electronically across the street.

I ended up getting my lisence in the mail in 2 weeks.

YMMV

Here in Florida... take a class or have a DD214.  Go the sheriff office get packet, get finger prints made.  Mail off packet with 2 passport size photos with your check.  Wait 4-6 weeks and your FFL arrives in the mail.  5 years later they send you a later for renewal and you send them $60 for 5 more years.  Not sure in TX.

The instructor of your CHL class will explain how to submit the application. When the package is complete with fingerprints, photos, affidavits and certificate; you can mail it to DPS in Austin with a payment of $140.00.

+1

It will take a few months to get your license, and you can't carry until it's in your hands. It took my under 2 months to get mine back, and it took over 3 for my fiance to get hers.

I sent my application off yesterday.  I can only hope it arrives in two weeks.  I made a bet with one of my friends that it would not arrive until 2007 because the DPS here in Louisiana is backlogged like you wouldn't believe.  Then again, my buddy and I both have "friends" at the DPS, so he may call them to fast track my application so that he can get a free lunch at a restaurant of his choosing
