I'm new to the "AK" world, so I'm looking for some help. Can anyone tell me where I can get a black handgaurd set for my CAI Tantal?

Tantal replacement handguards are somewhat hard to find.  The top handguard is unique only to the tantal for some reason or another but i have seen both folding stock and fixed stock models of the tantal with all black furniture..... i think Atlantic or floridagunworks sells the rifles but not sure about the furniture alone...

Just a thought...  go to parts store and get a can of VHT vinyl dye or a can of krylon fusion flat black.  sticks to plastic.  cost is about 1/20th the price of new Polish furniture.  i've had good luck with the fusion paint on USA made grips that I wanted to match.

I have installed a plum furniture AK74 stock set on my tantal... I had to keep the orig Tantal upper handguard which is really close in color to the Russian or Bulgarian stock sets.  KVAR and Copes sells USA made units...

I paid a guy in Poland the better part of $100 for a set of black handguards and pistol grip for a Tantal.  When it finally came in weeks later the foregrip was virtually identical to the Bulgy pattern.  Maybe it was worth it for the pistol grip and upper handguard... but if I had to do it again I wouldn't have bought them.

You are aware that the Tantal foregrip is pretty much the same as any other AK74's foregrip, aren't you?  It's only the upper handguard that is proprietary.

My recommendation?  Go with the black synthetic foregrip of your choice and dye your upper handguard as described above.  Black pistol grips are everywhere, and if you get a US made one it's an extra compliance part.
