I just did some swapping for a YUGO M70B when I insert a magazine it has alot of slack between the mag catch and the plate. There is about .030 gap in it has any one else had this problem? Also the upper and lower hand guard are loose also.

I have a Yugo and some mags have a loose fit.  The Yugo mags and Chinese mags fit tight, but non-Yugo east European mags wobble a bit.  I've heard the plastic Bulgarian mags fit tight too.  Maybe try one of these other mags to see if the rifle is not the problem.

I've used strips of thick aluminum foil to tighten the fit of the hand guards.

All the Yugo's I've build have loose mag fits like that.

But they all function 100%.
On the last one I just finished I wanted to tighten up the fits as it is a Tabuk like build with a 23.6" barrel.
I wound grinding the spacer plate for the TG thinner before riveting it in. I tested it by using two bolts and assumed the rivets would hold it a bit tighter. That worked perfectly. Just .005" play now on most mags. Nice fit!

My yugo has a DC reciever on it, what I would like to know was who put it together it has Century stamped on it also.

Most likely its a Century build...
