Alright having some brain freeze here. If you load an SKS full with 10 rounds, there is no way the bolt can be closed with out actually loading a round correct. I am pretty sure that is the case unless you just have the bolt "caught" in the open position. I would like to have the bolt closed on a loaded sks and just have to pull the handle back to charge it. You have to use a finger or something to push the cartridges down while easing the bolt forward, of course.   With no interaction, it will always chamber a round.
