Buddy of mine has a type 56 Chinese and has tried a variety of scope mounts
but all of them have shifted.
which one is best?

If I were mounting a scope on my YUGO SKS I would use either one of these.

Yep, that about covers it. I'd also say perhaps one of the russian setups from Kalinka optics, but they will require gunsmithing too and the Choat mount is well thought of. The Scout mount of course requires a scout scope.
