I am thinking of buying this

I want to know how hard it would be to mount a rail on it, so I can put a kobra red dot on it?

The side rail uses three rivits.  The rivit in the rear is the one of the rivits used for the rear trunnion.

It can be done by a gunsmith or you could try and use button head screws and do it yourself.

If you register that pistol as an SBR is it easy to add a stock to it?

The only Krinkov part on that whole gun is the flash hider. You can make one like that for under $300.  It would be difficult to put a stock on it since you would have to remove the rear block which is riveted in. Unless you were a very competent builder you would just end up ruining the thin wall receiver.
