Had my new WASR 10 at the range recently. It is not fully cycling. Sometimes it would spit the casing out, sometimes not. Rarely would it strip a new round out of the magazine. With only 4 to 5 rounds of the magazine it will cycle properly most of the time. So clearly a friction or gas piston issue.
2 Different magazines were used. The rifle was lightly cleaned when I first got it and not especially dirty or gummed up. Upon returning home I cleaned it more thoroughly including removing the piston and spraying that area out.
I didn't notice any significant gunk or dirt the second time I cleaned it, I have yet to return to the range since cleaning however.

I'm brand new to AK's so I'm not sure where to start. One thing I have noticed is that if I cycle the bolt slowly by hand, as I slide it forward it will stop when the bolt face is flush with the shell ejection opening. When I pull it back and drop it, there is no stoppage. As best I can tell this is due to the square shoulder on the bottom of the bolt meeting the hammer.

I cant tell if the gas tube is canted. If it is it's not by much. With the rifle stripped I can slide the piston in and out without any undue resistance. Though it does have carbon fouling half way up the piston if thats normal (I have no idea).

I've spent about an hour or two searching and haven't come up with a whole lot that makes me go "thats it!" So any help is appreciated.

Could be a few things,but:

I would polish the top of the hammer with some 220-320 wet/dry paper and the bottom of the bolt.  Maybe put a light radius on the front and rear edges on the BC.  

Use brake cleaner (or similar) and shoot some down the gas port.  You can run the little plastic nozzle down the port too, to make sure you don't have a chunk of something blocking it.

If that doesn't correct it, I'd call Century.

The first thing I would do is clean the rifle throughly.
These rifles are covered in cosmoline which can be hard to get out.
If it's not all removed, it can cause malfunctions.

I sprayed out the gas tube and fully cleaned the rifle when I got home after the range. I found nothing obstructing the gas tube and very little cosmoline on the rifle.

Just to verify, if you pull the bolt all the way back, then slowly allow it to slide forward, spring tension alone should move the bolt all the way forward correct? It should not stop and hold itself open? If so this may be where the main issue lies.
Is it safe to dremel the hard edges on the bolt carrier? Not the bolt face of course. As for the hammer I do not see much benefit. it is fairly smooth and I don't see where I could improve it much.

Mine a couple others I've picked up do the same thing.

I had some cycling issues with my wasr10 that have cleared up by cleaning very well and  shooting 400 rounds thru it.

clean the bejesus out of it and use half a can of rem oil in it and shoot shoot shoot.......

damn thing runs like sewing machine now.

Check your mag catch, make sure the mag is not too high up in the reciever, if so there are a couple of fixes, one is to take a drift and knock the botom of the reciever (mag catch area) down with a hammer. The bottom of the reciever should be flat...sometimes it is pushed up a little. You could also file on the mag catch a little to get the mag to ride a little lower in the gun. Good-Luck.Sometimes these rifles need a little tinkering to get them to run reliably.

Try shooting the rifle again before you begin grinding it up, prying on it or pounding on it. The cleaning you did after returning from the range may have solved the problem.
Many AK will "hang up" when new and hand cycled slowly. As you noted, this has no effect on normal function.

ETA: You should disassemble the magazines and make sure there is no cosmoline in them.

Clean out every red spec of cosmoline you can find.
When I did cycles like a champ.
