I have one of those ITM reciever underfolder AKs built on polish parts from atlanticfirearms.com...
the bolt carrier has a tendancy to get stuck halfway sometimes causing it to lock open on the last round, convienient but i know its not supposed to do that. any idea? just need to be broken in? its still pretty damn new, and it was bone dry when i bought it, i didnt put that much oil in it.

Check the rails for any burrs that may need polishing, is the receiver straight or warped/twisted in any way?  Clean and oil the rifle, put some light gun grease on the rails (I use Mobile synthetic grease) and see if it works.  What company manufactured the rifle?  On Atlantic's site they list these currently as being built by Vector with a 5 year warranty.  Is yours a Vector?

this is the rifle I bought. the reciever is made by ITM, I don't know who assembled it.

I'm almost sure that the builder should have marked it, most do.  If not, call Atlantic Firearms and see if they can tell you if it has a warranty since it may not be a Vector build.  If you wait too long you may be screwed.  Check the rails, lubricate and shoot a couple hundred rounds.  If it still malfunctions and it has any type of warranty, contact them for a return. I'm having a similar problem with my bolt. However, it looks as though the bolt or bolt carrier is hanging up on the hammer.

Does yours hang up while your shooting or just when you rack the charging handle slowly?  If just when you pull the charging handle back then that could be normal.

do you have a single or double trigger hook?
I have a similar problem with mine and it has a single trigger hook. It keeps the hammer about even with the rails causing it to interfere with the bolt. Keeps the bolt back when ever you want it which is good, but doesn't cycle the bolt.
