BOLT SOMETIMES PASSES OVER ROUND AND DOSNT PICK UP AND CHAMBER ROUND.
HAND CYCLING WORKS FINE, BUT DURING FIRING SOMETIMES NO CHAMBERING OF NEXT ROUND.
GUN IS NOT SHORT STROKING, MAY THE RAILS OR HAMMER BE TOO HIGH?

Have you tried different mags?  Could be a weak spring, or gunk in the mag slowing down the follower.

If your mags are loose when locked in, try pulling back on the mag when firing. You may need a longer mag catch to hold the rear of the mag higher, so the bolt will snag the rounds better and chamber them.
Some WASR conversions have too much taken off the catch and have similar problems.

Just noticed your in Jersey. Didn't know they still 'lowed those pesky semi's there anymore. Doin' time here myself until my wife finishes grad school and can can get outta here for the second time (grew up here). All my "Goodies" are in NC. Maybe something I got is legal in this State afterall. I can't believe NJ is the closest thing to a Police State we've got here in the US. The State Police decide if you can own firearms or not. Damnnnnnnnn! Guess it's not really different than getting a permit from the local Sheriff, but it just sounds so wrong.

Now that I think of it your mags are probably blocked to 15 rnds, right? If you blocked your mags and shortened the springs maybe you took too much off the spring and it isn't strong enough? Just a thought.
