The other one is stamped. It starts as a flat piece of metal, and is then bent into shape.

Yes you can tell by looking at them which is which. Beyond that, milled are generally more desireable (and expensive!), heavier, and some would argue "better" for a few vague reasons. There's nothing wrong with a stamped gun.. don't pay for what you don't need.

That being said, I'd love to have an Arsenal Classic if anyone has one available for a few hundred bucks.

The noticeable difference is the rectangular shape on the milled receiver - a stamped receiver will have a "dimple."  

You are paying more for the milled receiver simply because they are rare.  The soviets originally produced the AK-47 with a milled receiver, but then moved to a stamped receiver when it became economical to do so.  Milled receivers are heavier and that is about it.
