Just stick the flat part in a vise or hold it with channel locks and rotate the cover left or right, some stick but they always come off ...

Cover with a rag to save your hand when it does go around

I sprayed lube in the hoops, cranked, saw shavings, filed a wee bit, repeated till it went, and it's solid now.

+1. There's no AK problem that can't be solved through the judicious use of brute force.  Seriously; I've installed several sets of these at the shop where I work, and they can be a bit stubborn. The vise works. Expect to see a little pinching and/or shaving of the plastic; the wide variation in AK tolerances means these things are "custom fit".
