I ordered a Romanian Bayonet from Centerfire Systems (Part Of AK package A....) but it came with the rubber piece off of the scabbard, how bo I get it back on?, I tryed just slipping it back on but it's really tight, and which way is it supposed to go on?, and what exactly is it?, and is there any kind of frog for these or is that supposed to be the frog?....

I can't tell you any trick for getting it back on, but I can tell you what it is.  It's an insulator.  The bayonet and the scabbard form a wire cutter.  Holding the rubber on the scabbard and the the bakelite handle of the  bayonet (or the wooden stock if you have it attached to the rifle for more leverage) will insulate you from shock if you are cutting electrified wire.

It'll fit.  Use some oil to help it move and wiggle it up the scabbard.

Don't get too aggressive with it or it will tear.  

Yes, there is a separate frog that buttons over the insulator.
