If I'm not mistaken, a while back the ATF was supposed to be banning importation of parts kits for rifles, then there was an extension, and after that I haven't heard anything.  Does anyone know, what the status is?  Was the ban overthrown, or has it gone into effect?

It is very much in effect.  Look at the Centerfiresystems website.  They now have newly imported kits without receivers and without barrels.
