I cast my vote for the VEPR too. I own both, and I finally had the chance to shoot the SA M7-R this weeked (frigging cold at the range). Shot about 200 rounds (100 Wolf - 100 Barnaul), and my VEPR is quite more accurate than the SA M7-R. Now, you don't even have to think that the SA M7-R just throws random bullets, quite the contrary actually. It is a very well built rifle too, and I were you, I'd definitely plan in buying an SA M7-R (or another model) after the VEPR. But my first pick would be the VEPR.
My VEPR has a more controlled recoil WRT the Arsenal (look that we are talking about some pretty mild stuff WRT a 300WM for example), and the longer stock of the VEPR is definitely more confortable to me.
Also, the 20" barrel of my VEPR and a slightly front-side weight balance have played an important role in accuracy from the bench rest.

... although there might be a little problem actually getting a 7.62x39 VEPR for a while, since it seems RobArms won't have them for another 2-3 months at least

If you're willing to abandon the 7.62x39 cartridge, buy a new condition Valmet M76 chambered in 5.56x45 NATO.  You'll have enough $$$ left over for a few cases of Q3131A.  If you're stuck on the 7.62x39, spend a little more and get a new condition Valmet M62.

I like VEPRs and Arsenal rifles a lot but, if you really want the best, buy a Valmet.

Just my $.02.  I own both a KTR-03V & SAM7A1R.  Both have there advantages

KTR
Pros:
Longer sight radius
Dust cover mount for scopes
Slightly More Accurate
Lower Recoil (Due to weight)
Gail type Safety

Cons
Heavy

SAM7

Pros:
Sliky smooth action
cost less
more accurate than most AK's
Weight less than KTR

Cons
Weights more than a stamped AK

I'm open to the Valmet, but can you explain why it would be better than the others mentioned? And why the 5.56 NATO cartridge? Are replacement parts readily available for the Valmet? thanks.

I've found my parts kit Galil with a new barrel and an IMI receiver to be very accurate.

I own and vote Arsenal.  I like the VEPR, but it does not balance as well in my hands as the Arsenal SA-M7S.  You will not go wrong either way.

I think that's exactly right the VEPR is more accurate off the bench;  Offhand however the lighter Arsenal is easier to shoot and handle.  In my opinion the VEPR is not well balanced and overly front-heavy.

My Bulgarian Stamped 5.56 will easily shoot 1.5MOA.

7.62 guns are nice but the ammo weighs more and not as accurate but balistics wise they are about the same as having a 7.62NATO rifle with a 16" barrel under 300 meters. Plus they eat cinder blocks and car doors like nothing.

The Arsenal SA-M7 Side Folder is really nice in that you have a folding stock that is real comfortable to shoot (underfolders are not).
