I'm looking for somebody who can barrel, headspace and do all the rivet work as well as slap a finish that most closely resmbles the Romanian finish on my rec. . I want to "age" to match the rifle once I do the final fitting and all the little crap. Anybody got any ideas?

Fitting it together shouldn't be a problem I would think. Matching the finish would be difficult. Better to have the whole thing refinished. Depends on your how much you want to spend. Chris at AK-USA has one of the best finishes in the business.

I'm just looking for a quick park or blue as I'm going to sand and steel wool it so it'll match the rest of the beat up gun.

Well what you described is your typical build, theres not much to it. Any of the known builders should work.
