I have all the parts from a SAR-3 that was imported as a complete rifle, except the barrel and the receiver are now scrap metal. Is it legal to use the front trunnion, to build a new rifle if I just get a new receiver and barrel ???

I heard somewhere a while back that the front trunnion can't be used ...

Well, kvar and global both sell trunions, so use it.

How the heck did the bbl and rec get scrapped?

Somewhere I heard that the trunnion can't be used, it doesn't make any sense to me, that's why I'm asking ...
.223 trunnions are hard to come by is why I don't just get a new one ...

This rifle was another freebie ...
The barrel and receiver were screwed up when I got it. The magwell was wallowed out to the point of being useless and the barrel was screwed up from a failed attempt at threading it. The barrel may be salvageable ...

I'm not ready to do this project yet but I need to know what parts I need to start accumulating. I'd like to turn this one into a 102 clone ...

The SAR 3 was legal when it was complete.

If you use a foreign receiver and barrel , you have NOT changed the parts count.
If you use a U.S. receiver you have LESS Foreign parts.

The ATF rule on ASSEMBLING a rifle from foreign parts ONLY applies to the importer
and MFG.
You are just replacing parts.

I don't think the Feds will come and shoot your Dog just becasuse you fixed  your gun

Consider a cut, crown, rethread, and perm attached flash hider to keep the 16"+ legal length.

I already have a PBS-1 design in mind that I could have made locally. The rifle is in pieces at the moment so I have the option to change whatever I have to ...

The trunnion is my only real concern because it has the old serial number  ...

If the receiver is otherwise straight, why not weld in a new magwell from a Tapco flat?

LOL, that never occurred to me. I scrapped the receiver a while back, thinking that I'd go with a 1.6mm on the rebuild ...

The SAR3 is a bizarre hybrid, and most all the important parts are unique to this particular rifle.  Because of that don't even think of replacing parts unless you have a firm grasp on the specifics of the design.
