I've got a line on a WASR for $740 (he might deal a little). Is there any way to tell if this is a late-built WASR, perhaps with better QC? I'm going to look at it today. Can I tell by serial numbers? What number range would I look for? Any other advice will be greatly appreciated.

Not sure what you mean by "late built", but it is my understanding that if it is labeled on the receiver as GP/WASR-10/63 it is a bit newer and likely good to go in terms of what is considered acceptable quality for a CAI AK.
Also, should have a triangle with an arrow in it pointing up, just before the serial# I'm sure someone here can explain this much better than me. Should have a chrome lined barrel, make sure the front sight post is pretty straight, hand guard is tight, and it's not beat to shit. |

You can find new ones online for around $620 and second hand for the $550-600. With the market the way it is, if you wait you are bound to get a good or great deal on one.
