What is the difference between the 4 piece bulgarian flash hider, and the cone tipped flash hider? besides looks, does it affect the cycling of the firearm, in this case an slr 107ur?

They are designed to build back pressure for reliable cycling. The Bulgy 4 piece was designed for 7.62x39 round.

but does the cone tipped FH made for the 7.62 function the same as the 4 piece FH? Basically what I want to know is apart from looks is if they work the same when building back pressure.

Yes, they both build back pressure. When used on full legth rifles not meant for muzzle boosters they can batter the rear trunion to death. Buffer won't stop this.
