I am jonesing for a 5.45 AK.  I already have the 7.62 covered.

I was really wanting a VEPR but i notice the Yugo M70's and M72's appear to use the heavier RPK receivers.

What would be involved in buying a Yugo M70 and coverting it to 5.45?  Would it be cost prohibitive to do that?  I just hate to pay $1000+ for a VEPR when my main reason for wanting the VEPR is the RPK receiver and the quality of build.

The heavier receiver is no better than a properly heat treated 1mm receiver and with a 5.45x39 round what would be the reason for a heavier receiver, there is minimal recoil.

You can do better than that.
Use milled receiver for that super custom quality 5.45 build.

That would sure do it if he wants to have a kit built up into the ultimate rifle in 5.45x39, but with the current cost of kits, the price of that receiver and the cost of getting it done it would come in over the $1,000 figure he may not want to spend.

The Polish Tantal AK74's showing up on the market are pretty nice and can be had for under 600 ( granted not with an RPK receiver).
