Talking AK rifles single stack refers to the 5 or 10 round magazines that semi auto rifles can only use if imported after the date of this ruling.

Once in the country they can be modified to use double stack mags if US parts are added to get the number of imported parts down to 10.
The single stack hold the cartridges stacked one on top of the other like this.

The double stack magazine holds the rounds in a staggered fashion rather than stacked one on top of the other. Therefore the mag is wider than a single stack mag. When talking AK rifles "double stack" is used to denote the rifle can use mags that hold more than 10rds.
