What is the best way to remove the left sided scope mount?

I take it that you are talking about the side rail from an AK47?
If it is most of the time the rail is riveted on, so drilling out the rivets is a good way to remove it but you may need to replace the rivets after removal.
But sometimes they are riveted and spot welded, this makes removal a lot harder in this case if removal is not absolutely necessary I would leave it alone.
Why are you wanting to take it off any way?

Its on a nodak receiver and I think that it looks funny having a plastic piece on the side..looks kind of cheap.

What about grinding it off and re-blueing the grinded areas?

I have never seen one made out of plastic.(if you check I think yours will be steel)

The siderail is plastic?  You can always replace it with a steel siderail (thereby not worry about refinishing the metal and keep a great part on the gun).

I Have not ever seen a Plastic scope rail but If you do have one I would pop it off and get a steel one and rivet it back since your gun is worth more with a rail than without.... To a buyer...
