I just bent up some Tapco flats I was given.  The flats bent well and seem to be the correct dimensions.  The rails however are too low?  The traditional method of placing a 1/4" drill to space them is way too big.  I would need a 11/32 to take up the space!
I have a WASR reciever to compare it to and the rails are much higher.  I do not have a carrier here to test fit

the receiver seems good with the center support pin being about .755 from the top rail.

The bottom, rails are about .400 and .420 from the center of the hole to the top.  I cannot get a good measurement from the WASR to check the dimensions of the bottom rails.
Any ideas other than dont use Tapco

Are you saying that you would need to egg the holes in the rails to get them in the proper position?
I think everyone  who uses TAPCO flats ends up doing that.

yes thats what the problem is.  I will slot the rails and see where that puts me

You might have to move the holes in the lower rails.   The best way to be sure is to insert the fwd trunnion into the receiver and put the lower rails in,  aligning the top of the lower rails with the tops of the lower lugs to make sure the bolt makes a smooth transition from the rails to the trunnion.  You don't want it to hammer the top or bottom lugs as it moves into the trunnion.   If your using a Tapco flat with prebent upper rails, and it has the forward trunnion holes drilled, those will be off as well.

I use a piece of 1/4" keystock as a spacer. It's worked for me. YMMV.

Always set your rails horizontally to the trunnion not any existing holes. You can however use the holes to line up the rails vertically.  Just be sure when you do make the holes dont drill them or you will take material out of the receiver and the holes will be out of place.  some guys file them.  I use an $18 harbor freight hand punch to cut the holes in the rail after it is welded in, works great.

+1 for aligning up to the front trunnion. makes life easy for the carrier !

I slide in the center support rivet then line up rails to the trunnion.
