I can't get the ejector pin to move.     New bolt and new upper so I want to check the headspace. Thanks

I know you have a problem and I hope you can resolve it soon , but what I can't figure out and I have seen it several times before how could someone join (like you for example) you joined 3+ years ago and this is your 1st post? I know it's off topic but I catch that stuff sometimes. I really hope you resolve your issue. BTW welcome to the site...

Depress the ejector into the face of the bolt (a piece of fired brass can be used) and with it still depressed, drive the ejector pin out.  The ejector pin has a relief cut in it that allows the pin to pass through and unless the pin is depressed, it won't come out.
