Since this is posted in AR's, I'm going to assume that the 311 is a copy of an AR-15? If it's a fixed stock, you tighten the top screw at the back of the buttstock. This will tighten the stock to the buffer tube. If the buffer tube is loose, then you need to take the top screw out completely. This allows the rear stock to slide to the rear off of the buffer tube, then you can tighten the buffer tube to the receiver with a wrench on the two flat portions on the back of the buffer tube. Just make sure not to lose or kink the spring and detent pin that hold in the rear retaining pin when you do this. I DID have a rifle once where no matter how tight these two were, the outside rifle stock was still loose and rattled a lot on the buffer tube itself. I ended up using a couple of matchbook top shims (from old MRE matches) in between the buffer tube and the inside of the stock to eliminate the noise and movement.
