Can I use this rod and copper brush that I bought at walmart to clean my bore?  Should I put some CLP on it and run it through?

I always wet brush.  as long as the rod is for .22 cal you can use it.

Do you run it both ways through the barrel, or one way then take it off and repeat?  Do you let the brush turn with the rifling of the barrel?

How long have you had this rifle? I am asking because I am wondering how many rounds have you put through it. My rifles hardly ever get a brush down the bore. I clean after every range trip, which is usually once a week, all year round. I soak the bore with foaming bore cleaner, let sit for a few and run patches untill fairly clean. Then I do it again the next day. My barrels are all spotless, I am very meticulous about keeping my bores shining! But I havent once used a brush in thousands of rounds. A liitle elbow grease and alot of patches will do the trick. Just one persons advice.
