What can i use to touch up a nice shiny scratch on my barrel.  I may order some of the mil spec Dry film lube but can i just use a gray park product or something?

Will the cold blue match at all?  Do they make a cold grey?

I had some scratches on my M4 barrel.
The technicians at J and T suggested using
a "Sharpie" with the blunt tip.  It did a good job.
You cannot see the scratches anymore.

I've used the Birchwood Casey cold blue to touch up parked parts on my rifle, seemed to match pretty good too. But I've since given up trying to keep my rifle perfect,I just let her wear her scars with pride now.

+1 for cold bluing.  Even if the color match isn't perfect (pretty good, though) you're protecting the metal and preventing rust, and that's what matters here.
