I have a Surplus Ammo and Arms upper that has a Dragon's Breath linear comp on it that seems impossible to remove. It is not installed with crush or peel washers and is seated all the way against the shoulder of the barrel. It doesn't have wrench flats and instead uses a hex wrench in the bore for installation and removal. I have the upper in a vice and I'm using the appropriate sized hex wrench but I can't get this thing to break free. I have used leverage, given the wrench sharp whacks with a hammer, and tried heating it up. I swear they must have used some kind of hardcore threadlocker on it because after 20 minutes of this it hasn't budged.

What else can I try? I really want this damned thing off of here.

Were it me, I would take it to a "qualified" gunsmith.

Don't mess up your weapon.

Fire up a propane torch and heat it for 20-30 seconds and give it another try. Probably thread locked, but also check for a discolored round spot on the device, it could also be blind pinned and welded over?

The device could also have been installed with Rockset which is water soluble.  I have got Rocksetted brakes off by soaking the muzzle end in water for 24 hrs.

Call SAA and ask.
Also you should clamp the barrel not the upper.

this. you run the risk of loosening the barrel extension, and once that happens the barrel is not serviceable. put the barrel in a proper vice block when trying to remove a muzzle device.
