I found a thread answering part of my question which also may answer the other part.

Now Id have to extrapolate and assume that the more I use my Rifle the easier it will get to rack her. G-d bless the ARFCOM Archives I guess. Thanks guys; for making me search on my own. How does the charging handle move back/forth for rubbing tension when you put it into the upper receiver by itself (no bolt carrier)? Some rub marks in the finish on the charging handle and upper receiver are normal where they make contact with each other. You state that you ordered a BCM charging handle, have you tried this one, and of so how does it fit? Any chance of a pic of the charging handle? Is your charging handle bent?

I put it on a glass table and it was flush. That white is grease obviously. The CH Slided smooth and fine without the bolt carrier in it. I just ordered the BCM today (ordered the Mod 3 and meant to get the 4 but I think they are going to change it before it ships. this is neglible information, hehe) so as soon as I received it I'll let you know it it helps. It just may. I also tried replacing the buffer tube with the stock one that came with the rifle and it has no different effects. Not that it has anything to do with my issue but I just got a Spikes Tactical heavy buffer, cant wait to see the difference. I got major "boingggg" in my head when I shoot her now, not that its really an issue but I like what others have to say about this buffer. Overall like I said this rifle shoots flawlessly and I have nothing but good things to say about her so far. I guess if it aint broke dont fix it. Just was a little concerned about the rubbing and scrape marks. I assumed it was normal because metal on metal causes friction but I still gotta ask. Im not going to pretend to be any sort of expert. My father may be the Retired USMC Recon, but I can only emulate him and be as trained of a civilian NEW YORKER as I can. Thanks for the response and Ill update when I get the BCM.
