Hi my colt sp6940 is off 19 clicks of windage to the left. Is this within spec or not?

NO, max clicks should be 13 or less for mil- spec allowances.
And if you are going to have it fixed, then with a quick bore sight at barrel rotation adjustment, should get it down to the 3 to 4 clicks off center, depending on the ammo being used at the time.

They do it with a large rubber Leather mallet if you feel up to it, use the force
