OK - I USED to have a Colt AR-15.  Before moving to CA I took off the lower, stripped it and gave the "evil" stripped lower (says Colt which is bad in CA) to my dad.

Moved to CA with upper and the stripped off parts (RRA trigger with .170 trigger pins).

Bought a Spikes Tactical lower and unbenounced to me (because of my stupidity) the trigger pin holes are 0.154 (according to my calipers).

So, now that you know my dilemma I need help with options...

Please note, I've already gotten plenty of crap about moving out here in the first place so let's keep the CA flaming at a minimum.

$50 gets you all new lower parts kit with the correct pin sizes. Pick a vendor at the top of this page and you are on your way.

The Colt pins have been a different diameter on the civvy AR's for some time now.
You need to pick up a non Colt FCG kit.

Does a lower parts kit include a new trigger assembly or will the smaller pins still work with my RRA trigger assembly?

I also appreciate you leaving out the CA "barbs".

The couple I've dealt with came with everything, save the lower. If you call a reputable vendor, they will tell you what is in a "lower kit".

Pins and FCG's come in two sizes" the .154 and the .170).

You need all the parts (pins and FCG) to match what every the receiver FCG holes are drilled. Hence, using .170 FCG parts on .154 will just cause problems, and the combo the other way around will just not work.

As stated above, just pick up the needed size FCG (will come with pins) and put the old FCG up for sale in EE to recoup some of the costs.
