If there is a magazine with a round in it or no magazine all together the intertia of slapping the butt on the ground will move the carrier back and off of the catch and will release.

yeah, only way to keep the bolt open like that is to leave an empty mag in it
no mag, it will slam closed
loaded mag, it will chamber a round

Yes,
Without an Empty mag inserted into the mag well holding the bolt hold open catch upwards, there is only surface tension of the catch against the bolt face.  When the butt stock is bumped (without an empty mag loaded into the rifle), the surface tension of the bolt hold open against the bolt face is lost (B/C jolted backwards), and the catch will fall back downwards, allowing the B/C to move forward and lock closed.

If you are having problems with a empty mag inserted, then suspect that either the mag spring is weak, or even the B/C not fully retracting all the way backwards, such as either debris between the buffer bumper to the back of the receiver extension, the wrong recoil spring being installed or even the butt stock screw protruding back in to the back of the receiver extension void, which prevents the catch from lifting in front of the bolt face, and only retaining the B/C via catching the front of the carrier alone (not where it should catch/retain).
