Ok, lets just say this is a typical AR.  I started out with an A-1 upper and put a Tasco on with a  picatinny style mount in the carry handle.  Ran out of adjustments.  The scope was hitting about 12” high at 25 yards but was centered.  Frustrated, I put an A-3 flat top on it with a YHM riser to let me mount the scope properly.  Tasco now shoots 6” high and 4” to the left after the scope has ran out of adjustment.  I stick an old 4X Weatherby scope on it.  First group is 4” high and 6” to the left at 25 yards.  No way I can adjust that out.  Now then, scope rings are unknown, but they are the Weaver style.  Is this the wrong type of ring to use?  Do I need to use picatinny style rings?  The rings are the only thing I haven't changed.  I've had them so long I can't even remember what they came off of.  Any ideas?

Tasco scope using unknown mounts/rings, and even a chance of the upper barrel socket being bent/cracked from over tightening at barrel install or even the barrel it’s self being bent,

Hate to say it, but don't have any other advice but to tell you to take it to a smith to figure what part(s) is out of spec on the rifle causing the problem.

Well, I've changed everything but the rings.  That's what got me to wondering if there was a difference between the Weaver style rings and the picatinny ones and I'm using the wrong ring.  Rifle prints OK.  Haven't really tried too much for accuracy as the scope is so far off.  Centerline of the scope is lower than the front sight.  I can't see the front sight through the scope, but could the front sight be causing an “optic” problem?

go back to your original A1 set up.  If the rifle groups satisfactorily, you can shim the mount (between the carry handle & mount base).  If you are hitting too high put the shim in front of the screw hole.

Well, I actually shoot left handed.  Another reason to go to the A-3 receiver.  So far that “bump” is great.  I haven't been hit by hot brass yet.  I'm testing with some Norinco ammo.  Stuff is probably 15 years old.  Forgot how dirty it was.  I'll hand load if I can get this thing setup.

have you tried switching out the front and rear rings?
or switching out mounting them right to left?

p. s.    and the carry handle mounts are notoriously inconsistent.

I haven't tried switching the rings yet.  Just trying to find out if there is a difference in the two styles.  I keep wondering if the Weaver rings I'm using are the wrong ones for a picatinny rail.

Well, I swapped the rings from front to rear.  6” high and 6” to the left.  I did call SWFA and they said Weaver style rings can go on picatinny style bases but not the other way around.  Guess I'm going to have to break down and buy some cheap rings to see if the point of impact shifts around.

Update.  I went to Wally's and bought a cheap pair of Leupold Weaver style rings.  Forgot to center the Weatherby scope before I remounted it.  The rifle shot 6” to the RIGHT and 4” high.  After a few adjustments, the gun is now shooting dead center and I have it set at 2” high at 25 yards.  Plenty of adjustments left on this scope.  So the problem was in my old rings that have now hit the trash.  This is the SECOND gun I've fooled with in the last couple of months that I ran into with bad mounts.  Jeeze.
