When attempting to Zero sight I have a 2 1/2 inch difference in POI at 25 m between the two apertures. Is this the norm on a A2 with 20 inch barrel

Yes normal,
The two apetures are not drilled on the same plan, hence the reason for the two sets of the numbers on the windage knob/wheel.

yes, normal and believe it or not, it makes perfect sense, once you learn why.
