Here is what happens.

After the mag is empty the bolt carrier is held back but the bolt remains in the forward position. The bolt itself remains on top of the next bullet when I reload a new mag. Then when I hit the bolt release the bcg slides over the bullet and a round isn't chambered. The mag is also fully inserted, so thats not the problem.

This only recently started to happen. I interchanged the bcg and upper and it still happens, so I think its the lower causing the problem. The uppers and bcg work on my BM lower perfectly. I looked at the lower without the upper on and the bolt release seems to be working fine. The only thing I think it may be is the stock which I replaced.

Anyone know whats wrong?

Make sure your mag catch is holding the mags in lower properly sounds like your mag catch may be loose.  Have you tried other magazines also?

If you changed out the stock from an A-2 to A-1, then you should have pulled the receiver extension spacer and used the shorter butt stock screw.

If you swapped a A-2 stock for another A-2 stock, you may have screwed the top butt stock screw in to deep, and know it is blocking the buffer from moving all the way back in the receiver extension.

If you changed out the A-2 stock to a carbine unit, then you should have replaced not only the buffer to a carbine buffer unit, but the buffer spring to a carbine unit as well.
(Read the buffer spring is about a 1" shorter than the standard full-length spring, and if the full length is used with the carbine receiver extension/buffer, it binds out before the buffer can make it back full stroke).

Simple test,

Pull all the way back on the charging handle and look at the face of the bolt.  It should stop about 1/8" in front of the back of the ejection port, and if you lock the bolt back via the catch, the catch should raise in front of the bolt face and lock onto the face of the bolt (not on the face of the carrier). If it doesn't, then you need to look at the receiver extension assembly for the problem.

I did change the buttstock from A2 to A1
I'll test it and get back to you

Are you saying the front of the bolt carrier catches on the bolt catch instead of the front of the BOLT?

A-1 buttstock screw is 5/8" shorter than the A-2 buttstock screw (spacer thickness for the longer A-2 stock).  If needed, cut the A-2 screw off the 5/8" or find the correct shorter screw.

if that is as far as it will manually open then Dano has you on the right track. Inspect the rear of your buffer for any damage if it is indeed the upper buttstock screw.

I went through the same problem,Chris at Eaglefirearms lined me out.B/M stock screw too long.
I trimmed the screw and all is well.

Just trimmed the screw by about 1/4 inch now it works fine
