All,
I am currently building a dissipator with A1 triangle handguards, with a low pro gas block at mid length position, and a clamp-on FSB at rifle length. My question is this; How should I pin the handguard cap to the front sight?

10-32 tap and a 10-32x 1/2" screw though the back of the cap into the gas tube hole.

Thank you sir! I was thinking about this route but didn't know the set screw size. Any recommendations on fitting the FSB in the right position? (both along the barrel and aligned to rear sight)

Seconded. Same thing I did on mine.

As far as lining the FSB up, look down the sights and get it close, then take it to the range amd make sure you're on. After you confirm, crank it down or pin it in place.

I recently did one. I put the rifle upside down on my work bench and left the front sight a little loose. I made sure the rear sight on the carry handle was setting even on the bench and let the rear sight "fall in line" with the rear sight. I screwed everything down tight and took it to the range. It was pretty damn close and took only a couple of clicks on the rear sight to zero.  

When I got back home, I took one screw out at a time and put a dab of JB weld in the hole. I put the screw back in and torqued it down as much as humanly possible. It is now permanent unless I take a blow torch to it.
