Where can I find a 20" SS barreled 308 complete upper? Preferably fluted. That will shoot MOA or better?

If you really want a barrel capable of keeping all your shots in a 1 MOA circle*, go with a Krieger or a Bartlein. But you'll have to install it yourself.
