ok so this is driving me crazy I built a few ars with no problems. I bought one of the cheap upper kits from groundzeroprecision i put it together and I cant for the life of me get it to cycle. I took the gas block off and the stain is right over the gas block port not perfectly centered but within the hole. the problem is that it is short stroking. the cycle of the BCG seems normal with hand movement through the upper and I have swapped the entire BCG without any change. I ran about 150 rds through it hand jacking each round and it hasn't changed much. even with a different BCG and completely different lower it still short strokes. any ideas?

after screwing around more I found it to be the BCG. I swapped the BCG again and it worked great. IDK what was up the first time maybe I didn't actually swap it I was throwing parts around everywhere probably took the original out and put it right back in. ran two mags with no faults with my  old carrier. anyway. now where do I go to diagnose the BCG?

Swap gas keys, bolts, & firing pins.

Bet you find the gas key is plugged up somehow.  Have you run a pipe cleaner down it?

I talked to Phil at ground zero he is sending me a replacement bcg seems like a good guy very apologetic & wanting to make things right.
Got confirmation of shipment about 30 minutes after we got off phone. I tried swapping the bolt it didn't make a difference I'd tear into it but I'm sending it back when I get the new one. Thanks guys.

Check the gas key. Could be loose or it could be one of the bolts is snapped.

If they missed putting gas rings on the bolt that would happen as well, but often it's a loose gas key.
