cant seem to get this rail off. I too kthe only screw out and it wont budge. any help would be appreciated!

See the ring before the rail with the notches? That's a jam nut. You're going to need a jam nut tool. Some manufacturers like RRA put red loc tite so it's almost impossible to get off unless you cut it.

A reputable smith can get it off for you if you don't have the proper tools. Don't strip the jam nut, you're gonna have to cut it off it is.
