I am building a 8.5" .300 blk pistol using a PSA blem lower/upper combo and PSA pistol build kit.(yea, I live 30 minutes from PSA)

I have the gun together, but the bolt will not pull to the rear to cycle the action. I believe it is the buffer retaining pin sticking up too high since the bolt can be pulled back when the takedown pin is pulled and action opened.

Should I file it down some, or is there some other problem going on that I haven't "lightbulbed" on yet?

Before you take a file to the retaining pin, I'd measure how high it sticks up.   There should be a groove cut in the bottom of the BCG to go around that pin so it would have to be up very high to stop the bolt carrier.

First thing I would do is remove the buffer tube and retaining pin and see if the BCG will cycle manually when the upper and lower are mated.

End plate. PSA had an issue with them being too high and interfering with the charging handle.

Referencing from my other post about this in the Pistol forum, it is the end plate.

I would check the end plate. Unless the buffer retaining pin was noticeably out of spec is about the only way it would get in the way. If it is not the end plate, just go back an get another buffer retaining pin.
