And

I have a budget of around $800. I can buy the receiver in store for $96 new.
Do y'all any reccomendations on different kits?
And what do y'all think of del ton quality wise?
What exactly is the 4150 CMV?

I got my Del-Ton kit back in 2011 before the panic and i can say from my experience it's been rock solid. It eats any ammo and is super reliable, However i don't know how good Del-Ton is anymore since i believe they have gotten bigger.

Del-Ton is still a good buy for the money.  They put out decent stuff.  Not top shelf but not bottom shelf either.  You can buy with confidence from them.
