Currently building a Dissapator style rifle it will have a troy gas block under magpul rifle length handguards. Then I was planning on running a railed gas block after the hand guards to mount a sight on.
Since there will be no gas going through this block would you think the Magpul Mbus work on it.

Yes Sir, will work fine since it's an inactive gas block.  You will most likely also melt off teh handguards before enough heat to effect the sight gets transfered through teh block form the barrel.

ETA: presuming you'll be putting a handguard cap behind the block to mount the handguards.

I'm curious as to why a MBUS wouldn't work on a normal functioning gas block. Am I missing something here?

Magpul does not recommend the MBUS on gas block because of the heat will melt it they say

Make sure whatever gas block you get, is the same height as the rail on your upper. Most are shorter and won't "zero"
