Hello. I have been reading and researching quite a bit lately and have been stuck finding answers to the following questions pertaining to a mass compliant ar15 build. From what I have found out so far, a mass compliant ar15 just has to have a non collapsible buttstock, no bayonet lug, a 10 round magazine, and no flash suppressor or threaded barrel. My questions mostly fall around the barrel. I understand the the current market and finding any parts right now is next to impossible without spending the whole day in the forums and websites hoping for a change in stock, so this is not about where I can find a barrel. However, it seems whenever a barrel does come in stock it is a per ban (bayonet lug and flash suppressor or threaded end) and therefore no-go for ma so I pass when I see them in stock. Will it be legal for me to purchase a per-ban barrel and then have it modified to meet MA laws legally or does it have to be purchased in the post-ban configuration before it comes into mass? Could I buy a pre-ban barrel, get it shipped to my house, and then have it modified at a later date or would just having a per-ban barrel in mass be against the law (I won't make it into a full rifle without the modifications of course, but would like to buy one when I can now and then have it modified professionally when things settle down and there is time for this to be done)? Does a mass compliant barrel have to have a fsb or could I put a low profile gas block on it and not worry about modifying the bayonet lug? Thanks for your time guys.
As far as barrels if you don't mind a non chromed barrel then Sportmans Guide has them in stock built and also just the 16 inch barrel so you can build it any way you want you can also get the parts you need to build it at Esarco (Sarco) web site...If you post what is legal in you state I can tell you where you can go get the parts...
You can check out Windham Weaponry (windhamweaponry.com) they have compliant barrels for Massachusetts. I have heard that Spikes Tactical can make the uppers Massachusetts compliant as well. I am a Massachusetts resident my self and from what i can tell the restrictions are 1) fixed stock, 2)10 round magazines, 3) No bayonet lug, 4) no threaded barrel end ( you can have a bird cage that is welded in i believe). I could be wrong and there could be more but this is what I have seen so far.
You can purchase all the components for an AR except the stripped lower receiver without going through an FFL. In MA AFAIK you have a couple of options. You can buy a bull barrel and you are good to go as is. You can buy a threaded barrel and have it shipped to you. It is legal to have as long as it is not assembled into a firearm. You can then take it to a gunsmith and have them install a permanently attached "compensator". The gunsmith will install the compensator and then drill, pin and weld it to permanently attach the compensator so it can't be readily removed. You then have a legal barrel. You must use a "compensator" not a "flash hider". I suggest you contact someone like REMsport in Ludlow. They can help you out with this. Also consider looking at Northeastshooters.com forums. They are a great source for MA firearms info. Probably the cheapest build will be a flat top A3 or A4 ( For example, take a look at the S&W MA compliant M&P 15 online to see what a MA compliant configuration looks like http://tinyurl.com/cdzl52a).

This seems to answer all my questions, thanks. Looks like buying a pre-ban and converting it by putting a permanent compensator might be my best chance to find one I want in stock. Any idea the price range I may be looking at for the service of permanently adding a compensator? |

Since magazines are not integral to the weapon, you can use pre-ban magazines in a post-ban rifle. Any gun shop with any machining services can neuter an upper for you to make it compliant, and a lot of places just beyond the border in NH can do it for you too. I just wouldn't advertise having an "evil-upper," just neuter it in an expedient fashion.
