I bought a bushmaster upper off of the EE here and the previous owner had painted over the original finish. When I was removing some tape from it the paint came off with the tape so it doesnt look like it will be to hard to remove.

Anyone have a good method that will not take off the original factory finish? Will mineral spirits and a brush be safe?

Thank in advance.

It is probably krylon rattlecan. You should be safe with spirits on anodized parts but watch out for any plastic. Try NC brake cleaner, it wont hurt most polymers. Oil well afterwards. Check under the Armory / refinishing forum, lots of good info there.

I had an upper that was painted in rattle can. I used gun scrubber on it. Paint wrinkled and fell off with no problem to the original finish.
You could also test paint remover for safe removal.

I'd use an old stainless soup pot and a gallon of acetone (should be around $10 from the local hardware store, check the paint section).  Acetone is more aggressive so you'll spend less time trying to get the paint off.  It dries quickly too.  It will not hurt the anodizing.

The acetone will thoroughly degrease the parts, so be sure to re-oil them.  Some CLP on the anodized parts will bring back the dark luster.  Otherwise, things will look cloudy.
